Purpose-
To
provide for
girls of all
communities but
primarily for
the minority
community of
Christians a
course of
teacher
training.

The Management
of the Thompson
Women’s Training
Institute is
under the
management of
the Diocese of
Cuttack, Church
of North India.
-
Date of
establishment
and recognition
– The institute
was established
as a training
school in 1902.
This school had
got efficiency
grant from the
Govt. of Orissa,
during the
fifties. In 1965
the Govt. of
Orissa agreed to
bear hundred
percent
recurring costs
on appointment
of teacher. In
1992 this school
got Direct
Payment
facilities from
the
Government.
This
school has got
permanent
recognition from
the Eastern
Regional
Committee of the
National Council
for Teacher
Education to
carry on the
course of
“Certified
Teachers’
Training Course
in the academic
session
2001-2002. It
functions under
the management
of the Diocese
of Cuttack,
Church of North
India.

Managing
Committee-
The final
authority for
the proper
working and
maintenance of
the Institute is
the Management
as defined in para 3 above.
The Management
administers the
Institute
through a
Managing
Committee
constituted as
follows.

Headmistress of
the Institute.
In
accordance with
stated purpose
of the Institute
both the
Secretary and
the Headmistress
shall be
Christians and
shall be
appointed by the
Management. The
Headmistress
shall be un
married and she
may also be the
Secretary.

Members
elected by the
Management- Five
other members to
be elected
biennially.
Should any
member cease to
hold office
before the
period of two
years is
completed, the
Management shall
appoint another
member in his or
her place to
serve until the
completion of
the period of
the first
appointment.

Powers and
Duties of the
Managing
Committee-
-
To be
responsible for
the general
management of
the Institute
including its
finances.
-
To
sanction the
annual budget
and pass the
annual statement
of accounts
-
To
receive the
annual report
from the
Headmistress.
-
To
appoint and
terminate the
services of the
members of
staff.
-
To decide
in all cases of
misconduct of
pupils
considered by
the headmistress
to warrant
expulsion.
-
To refer
to the
Management for
prior approval
all matters
relating to
policy,
buildings and
land and
acceptance of
Government grant
for any new
purpose.
-
To
forward to the
Management
copies of
minutes of all
meetings and the
annual Audit
Report.
Meeting of the
Managing
Committee:
Ordinary
meetings shall
be held not less
than twice a
year, one
meeting being
before the end
of the financial
year to approve
the Budget. A
special meeting
shall be
convened by the
Secretary when a
requisition for
such a meeting
is made by not
less than half
the members of
the Committee.
In such case at
least seven days
notice shall be
given. Emergency
meetings may be
called by the
Secretary when
necessary. In
such cases 24
hours notice
shall suffice.
Urgent and
routine business
may be
transacted by
correspondence.
Quorum-
Four
members shall
form a quorum in
any meeting.
Audit-
The
accounts of the
Institute shall
be audited
annually by an
auditor
appointed either
by Government or
by the
Management. In
either cases a
copy of the
Audit Report
shall be
forwarded to the
Management.
Worship-
Worship held at
the beginning of
each session
shall be
Christian in
character. It
shall be opened
to the students
at the time of
admission to
state whether
they will attend
or not attend
the worship.
Worship of non-christian
character is not
permissible at
anytime within
the premises and
compound of the
Institute nor
its attached
hostel.
Powers and
duties of the
Secretary-
-
To carry
on
correspondence
with the proper
authorities on
behalf of the
Managing
Committee and to
keep a record of
the proceedings
of each meeting
and submit the
record to the
next meeting for
confirmation.
-
To be in
charge of the
invested funds
and title deeds
or legal
documents other
than those kept
by the
management.
-
To
maintain all the
Institute
acco8unts and
records other
than those
delegated to the
Headmistress.
-
To
prepare annual
budget and
audited
statement of
accounts for
presentation to
the Management
for approval.
-
To make
all payments,
except the
allotment which
the Headmistress
is authorized to
spend, and to
sign all
receipts on
behalf of the
Managing
Committee other
than these for
fees and fines.
-
To be
responsible for
the maintenance
of the Institute
buildings and
playground.
-
To grant
leave other than
casual leave to
the teachers and
other employees
according to
rule and to make
necessary
temporary
arrangements
during the
absence of
teachers on
leave on the
recommendation
of the
Headmistress.
-
To grant
casual leave to
Headmistress
according to
rules.
-
In
consultation
with the
Headmistress to
suspend or
punish/short of
dismissal any
assistant
teacher or clerk
and to appoint
temporarily an
assistant
teacher to a
vacant post on
the
recommendation
of the
Headmistress.
Appoiontments
and dismissals
should be
referred to the
Managing
Committee as
provided in
clauses 8(4).

On the
recommendation
of the
Headmistress to
appoint or
dismiss the
servants
employed by the
Institute.
-
To bring
before the
Management for
final decision
any case of
misconduct on
the part of
pupil considered
by the
headmistress to
warrant
expulsion.
Powers and
duties of the
Headmistress-
-
To deal with all
maters relating
to the admission
of pupils and
their periodical
examination.
-
To be
responsible for
the internal
management,
discipline and
progress of the
Institute, the
time-table and
curriculum and
for the regular
keeping of all
registers and
statistics.
-
To report to the
Secretary any
case of
misconduct on
the part of a
pupil if it
appears to her
to warrant
expulsion. She
may suspend a
servant and at
the same time
make a report to
the Secretary.
-
To grant5 leave
to teachers and
other employees
according to
rule.
-
To consult with
the Secretary in
all matters of
appointments,
dismissal
punishment or
suspension of
teachers and
clerks and to
recommend the
appointment,
dismissal and
punishment or
servants.
-
To be
responsible for
the Institute,
library,
furniture and
equipment.
-
To act as
Secretary if
appointed.
15. Amendment-
Any amendment to
the Constitution
shall be made
only by the
management as
defined in No. 3
above. Proposals
for amendment
may be made by
the Managing
Committee.
